Dow Jones reported today that bids for construction projects, many of which are funded by the stimulus, are 15%-30% lower than states expected.  ÎÚÑ»´«Ã½'s chief economist Ken Simonson commented on the trend, and explained that construction firms are "scrambling to get any work they can find."
